January 6, the first Monday of the year at noon, CPA will present a call-out by Rick Closson with Pearl Chase Society board members Cheri Rae and Emma Brinkman, PCS Vice-president. They will talk about the fate of the Italian Stone Pines on Anapamu Street.

On January 14, the appeal will be heard at the regular Tuesday afternoon City Council meeting. The gist is that the California Environmental Quality Act requires environmental review of what amounts to delisting of landmarked trees and their replacement with oaks. (The landmarking was done by City Council resolution in 1997.) Such delisting must be done by the City Council, not by its advisory commissions.

Decided at a recent Parks & Recreation meeting, on the recommendation of the PRC subsidiary, the Street Tree Advisory Committee (STAC), was a replacement of the Stone Pines, Pinus pinea, with Coast Live Oaks, Quercus agrifolia, often used as street trees, especially to provide shade. Handsome trees, with extensive roots, they’re well-suited for wide parkways without immediately adjacent sidewalks and underground utilities. (See: ChatGPT for pros and cons.) …

The 5-member STAC, a Brown Act committee, meets monthly at the Parks office on 402 E. Ortega Street, 8:30 A.M., and the meetings are not televised or apparently recorded for the public. Their recommendations are usually adopted by the PRC.

The appeal argues that it is the sole authority of the Landmark-designating City Council “to establish – or revoke – landmark designations and attendant protections for features within the City”, contending that “the PRC does not have the authority – by immediate direct action or prolonged incremental action – to de-landmark these trees.”

Rick Closson has been actively researching and presenting information on the Stone Pines to the City Council for years. The PCS worked hard during the recent drought to supply water to the Anapamu trees. This looks to be a fascinating presentation of the intersection of the challenges of urban street trees and the roles of government, City Council and its advisory boards.

Oscar was elected to the City Council in 2018.

Dakota Corey holds a Bachelor of Arts in Psychology from the Colorado College and a Master’s of Environmental Science and Management with a specialization in Water Resources Management from the Bren School of Environmental Science and Management at UCSB. Upon completing her degree at Bren, Dakota served as the Water Conservation Coordinator for the City of Oxnard for 3 years and a Water Resources Planning Specialist for Kennedy/Jenks Consultants for 2 years.

She joined the City of Santa Barbara in 2014 in the middle of the drought as a Water Resources Specialist and then was promoted to the Water Supply Analyst position in 2016 where she worked for the past 7 years. In January, Dakota was promoted to the Water Supply and Services Manager position at the City where she oversees water supply planning, water conservation, metering, customer service, the Water Resources Laboratory, and the Sewer Lateral Inspection Program.

A true water nerd at heart, Dakota loves applying analysis and strategy to develop water supply plans and policies that will protect the City’s water supplies for years to come.

About our speakers:

Clarissa Montenegro is the Property and Development Supervisor for the Housing Authority of the City of Santa Barbara.  Clarissa grew up in Los Angeles County and moved to Santa Barbara 14 years ago after graduating from California State University Monterey Bay with a Bachelor of Arts degree in Humanities and Communications.  She also holds a Master of Legal Studies degree from the Santa Barbara and Ventura Colleges of Law.   Clarissa has been with the Housing Authority for over 13 years, and immediately found her passion and purpose in the Housing Authority’s Mission and Vision of providing affordable housing while demonstrating compassion and respect for the people and community they serve.  She is inspired everyday by her colleagues at the Housing Authority and the residents and clients whose lives have changed from having a place to call home.  When not at the Housing Authority, Clarissa can be found spending time with her husband Brian and her newly rescued French Bulldog, “Penny”.

 

John Polanskey is the Director of Housing Development for the Housing Authority of the County of Santa Barbara (HASBARCO).  John was born in Washington, DC and grew up in DC and the DC suburbs.  John moved to California to complete college and graduated Magna Cum Laude with a BS in Business Administration from Biola University in La Mirada.

John has developed affordable rental housing with HASBARCO for the past 26 years.  During his tenure, HASBARCO has developed partnerships that have resulted in the construction or rehabilitation of over 1,200 affordable housing units.  An additional 450 affordable housing units are in the development pipeline or under construction.  While John finds locating sites, obtaining approvals, securing funding and constructing and/or rehabilitating permanent supportive housing rewarding, the favorite part of his job comes when he sees families of all sizes moving into the safe, decent, affordable, permanent housing from having lived in their cars, in shelters, in encampments, or in unsafe or overcrowded conditions.

Elias Isaacson is the Community Development Director Planning and Land Use Director for the City of Santa Barbara, CA. He is a member of the AIA, and is also an AICP Certified Planner and an ICC Certified Building Official.Before joining the City of Santa Barbara, Elias was the Planning and Land Use Director for the City of Santa Fe, NM. Elias spent two years as Planning and Land Use Director and Interim City Manager for the City of Espanola. During this time, he led a city-wide effort to draft and adopt a new Comprehensive Plan for the City. The Plan, “Espanola: Beyond Boundaries”, received the 2018 NM APA Award for Excellence in Comprehensive Planning. Elias has extensive experience working with property owners and design professionals, and has completed multiple independent planning and development projects for clients in both the US and abroad.Elias is a graduate of the University of Wisconsin (BA in Geography), and the University of Pennsylvania (Master of City Planning and Master Certificate in Urban Design and Development).
