Re: SB County Energy and Climate Action Plan Update Direction, Dec 11, 2018
Dear Chair Williams and Supervisors:
Citizens Planning Association would like to go on record in support of the update of the Energy and Climate Action Plan.
Staff recommends aligning with the State’s 2030 GHG reduction goal of 40% below 1990 levels, or roughly 31% below 2007 levels. California is on track to meet or exceed the current target of reducing greenhouse gas emissions to 1990 levels by 2020, as established in the California Global Warming Solutions Act of 2006 (AB 32). The County, on the other hand, is still 14% above 2007 levels. CPA hopes that the County will better align itself with the State mandate.
The new 2030 requirement in SB 32 will help make it possible to reach the ultimate goal of reducing emissions 80 percent under 1990 levels by 2050. CPA supports a goal of 100 percent renewable energy use by 2030.
Staff recommends incorporating climate resiliency actions with existing and new GHG reduction measures. CPA agrees that resiliency actions should be required.
Staff recommends an inclusive, multi-jurisdictional approach to updating the ECAP that empowers the community to be part of the solution to addressing climate change. CPA supports the idea of the County working with not only the eight cities in the County and Special Districts, but at the Tri-County level.
CPA concurs with the idea of staff reporting every three years instead of annually, if this will be adequate.
