He is a me mber of the AIA\, and is also an AICP Certified Planner and an ICC Certifi ed Building Official.Before joining the City of Santa Barbara\, Elias was the Planning and Land Use Director for the City of Santa Fe\, NM. Elias sp ent two years as Planning and Land Use Director and Interim City Manager f or the City of Espanola. During this time\, he led a city-wide effort to d raft and adopt a new Comprehensive Plan for the City. The Plan\, "Espanola : Beyond Boundaries"\, received the 2018 NM APA Award for Excellence in Co mprehensive Planning. Elias has extensive experience working with property owners and design professionals\, and has completed multiple independent planning and development projects for clients in both the US and abroad.El ias is a graduate of the University of Wisconsin (BA in Geography)\, and t he University of Pennsylvania (Master of City Planning and Master Certific ate in Urban Design and Development).
